Very annoying question. It should be translated as "Static route will be used if: all protocols are up and/or eBGP&EIGRP&OSPF are down (but not the static route)" and the same for the routing protocols (BGP learned route will be used if: static route is down... and so on)

Its basically asking what would happen based on the routing methods used. so if and interface is using ebgp all other routing options will be down.
