I think correct answer is B. OSPF uses a default reference bandwidth when calculating link costs. If the link is very fast, the default reference bandwidth may not be used to accurately calculate the cost. By changing the reference bandwidth, OSPF can calculate accurate costs that reflect the actual speed of the link. As a result, faster routes will be selected.

The reference bandwidth is a value in Mbps that we can set ourselves. By default, this is 100Mbps on Cisco IOS routers.
