Let's assume PC4 is of address 2001:db8:23::14/64 The host route forwards packets to a specific host and it has a Subnet mask of /128 Network route—The destination is a network. The subnet mask is less than 128 bits. B is a host route and it will be used to reach pc 4 using R3 as the next hop. C is a network route to reach the rest of the devices of the network (2001:db8:23::/64) using R2 as the next hop

because the destination is a host address( meaning ip address of the PC), not a network address, /128 in ipv6 is like /32 in ipv4
