Because traffic from 172.16.X.X should go to the DIA. If we don't specify the destination-ip, that will mean all traffic from 172.16.X.X will go through sequence 1 without a chance going to DIA. Unless we specify the destination-ip. If we specify it, every other traffic sourced from 172.16.X.X and not going to 172.16.X.X will go to NAT DIA.
