Here is the thing though, without adding the "transport output ssh" command under the VTY lines, its not going to be used as a jump to another device. This is even if you use the "-l username" trying to ssh out.

I think the router is trying to SSH into itself in the diagram, and can't do so because of syntax

my choice is A 'transport output ssh' is needed to initiate the connection outbound. -l for username is optional, if the same user is configured on the remote device this flag is not needed

I believe that the correct answer here is A - if you are initiating the SSH connection from the router it self you need to allow ssh out with " transport output ssh "
