to my understanding as licenses show correctly in licensing console no any service restart is needed. Admin should change licensing model in Studio if evaluation licenses were different model than the ones he purchased

Answer should be B, in order to have installed the license you would have had to already stopped then started the license service. https://support.citrix.com/article/CTX132453
