To me this screams "C", the users can still access some local machines but not other servers inside the network. A broken switch could prevent you from going outside of your segment. The other 3 would seem to indicate no access at all.

If the switch was "broken", the user would not be able to access other local machines either. Local means on the same subnet, so the switch would need to work in order to switch traffic on the same subnet/vlan. Presumably the servers are on a different subnet, so the user is not able to go beyond their default gateway. Answer is A.

When setting up a network or using your PC, you may get an error message saying you're connected to a network with limited access or limited connectivity. The answer cannot be A because it mentions that the internet connection is limited. how can the internet connection be down if its limited. Doesnt make sense.

It does not say the internet connection is limited, it says "limited connectivity". It is clear from the description that the user can only access resources within their subnet, i.e. local resources. That means no Internet access.
