These 'B' people are adding their own imaginary information when they say the different host has more resources. The answer says nothing of the sort. READ the actual question and then READ the actual answer. Don't make up crap, tag it onto the answer, and then use that to justify having picked the wrong answer.

A is correct because, knowing that the VM performance is slow because the host is under stress due to peak usage workload, the next step is to find the root cause that is causing the peak usage. For example, running the top command in a linux server. If you decided to migrate the VM to another host, you can still have the same issue. Since you still have to investigate what is causing the peak workload. Is it a service, or user, or what? A is the correct answer

You're adding information not supplied. It says nothing about the different host having more resources. If it said "Migrate the VM to a different hose with more resources" then fine. But that's not what it says. Making up more info is a good way to get these wrong.

I don't see how the given answer (A) can be correct when the question already told us the cause of the slow performance which is peak usage workload. "C" would be the last step and "D' would require change management before performing. The answer, in my opinion, is "B".
