the answer is D. NIPS as stated by others the WAF only covers web applications not the network in its entirety. Also, NIPS can be configured to use signatures to prevent all sorts of malware attacks. https://www.techopedia.com/definition/4030/network-based-intrusion-prevention-system-nips

surely C if your using an IAAS that is in the cloud your trying to prevent the malware reaching your physical network the stop gap is the WAF, NIPS is already on a network. For it to reach the NIPS for detection it means it would have bypassed the WAF to then be detected by the NIPS. In other words your WAF seems to have been incorrectly configured to see the malware or completely failed. Could be wrong but that its my thinking

I see what you are saying, but comptia did it again, at the end it says to prevent the threat from getting into their network.

The Right Answer is D not C; Web Application Firewall is good for protecting web applications, in this case the question specifies protecting IaaS therefore Network Intrusion Prevention Systems -NIPS will be the best choice here.
