The question states that there are no services running, which means there is no DHCP server available for the DHCP client to reach. In this case the device will be assigned an APIPA address. Though I forget the exact range, I remember the first octet because its 169 because 69.
It depends on how the DHCP server is configured. Without additional information, it is impossible to determine which IP address will be assigned to the laptop.
