This website can be verified as Online probably through ping. The most likely issue is that it's data cache is full & needs to be cleared, this can be done by clicking the settings tab that is usually represented by three dots, or lines, go to "more tools" & the pop-out dialog box should have option for clearing browsing data cache. This can also be done by pushing CTRL+SHIFT+DEL while in your web browser.

all of the other options would not help the user access a specific website. therefore the only answer thats makes any sense is B
