C. A fan failure is the MOST likely reason why the fans in that server are operating at full speed while the other servers in the rack are operating normally. When a fan fails, the other fans in the server have to work harder to compensate for the loss of airflow. This increased workload causes the remaining fans to run at a higher speed than normal to maintain adequate cooling for the server components. Option A is incorrect because the fan speed is not dependent on the server shutting down. Option B is unlikely because the server would not be designed to increase the fan speed to compensate for an incorrect fan size. Option D is also unlikely because fan speed is not dependent on the memory usage of the server.
