Wall outlets and charging cable has been already tested. The First what I would check is the wattage rating of the charger. Sometimes It happens that the charger might come with the wrong wattage rating which might slow down the charging process. If the wattage rating is correct next option would be B; If the problem still continues then option C; And finally if all of them will not fix an issue the factory reset of the phone. If the issue still exists then the battery is faulty and you need to return it to a vendor.

But the question says that the charging cable is swapped meaning that other charging cables has been used but having the same result of slow charging.
