Disabled autoscaling could also cause the deployment to fail as the workflow is set to deploy a large number of VMs at once, and without autoscaling, the cloud may not have the resources to handle the workload.

B and F are the correct options from my point of view as already explained by "BeauChateau" B. Insufficient storage F. Disabled autoscaling Insufficient storage could cause the deployment of 50 VMs to fail as the cloud may not have enough available storage to create the instances. Disabled autoscaling could also cause the deployment to fail as the workflow is set to deploy a large number of VMs at once, and without autoscaling, the cloud may not have the resources to handle the workload. Important to acknowledge that the Cloud Administrator (Always has Elevated Permissions or Access 99% of the time to do whatever, create 1, 50, or even 100 VMs) is initiating this deployment, so incorrect permissions is not an option from my point of view.
