Going with B, because it's an additional (and lower) level of verification than HCL. If BIOS can't see the NIC, or the BIOS isn't configured to use that NIC, then the HCL won't really matter, because the OS isn't going to see it anyway.

It's B because he should have checked HCL prior to swap and it is an additional NIC thus needs to be enabled in BIOS. that's my guess anyway.

I think the reason why it's B is because of PXE booting. Network card wasn't detected so the OS wouldn't boot because they had PXE boot was enabled for these computers.
