Since the DSL connection was configured as Static it would be given an AD of 1. The OSPF fiber connection would have automatically been assigned an AD of 110 being OSPF. So yes you would have to increase the AD distance of the static DSL route in order for the best path to be the fiber OSPF.

Administrative distance is a metric used by routers to determine the preference of a route. The lower the administrative distance, the higher the preference. By increasing the administrative distance of the DSL connection, the router will prefer the fiber connection since it has a lower administrative distance.

I think it's just a bad question I can't wrap my head around. 1. DSL says static connection but doesn't really say a static route specifically. I guess this is where Im getting confused. 2. Fiber is using OSPF routing. 3. If DSL is setup OSPF then network will choose the best path to take with less network traffic. Since it's a backup route, I would want the same routing protocol and let the network decide. 4. I guess if DSL is a static route then yes it'll take that route.

Both links are working so no issue with AD. Admin wants a backup, fiber is using ospf, DSL needs to be added to OSPF neighbor? Right? OSPF auto chooses best path to take, but if DSL is not an OSPF neighbor how will it know to take fiber path? IDK..
