The answer here is D, Even tho I was really looking the option of "Ping". If the server was not responding to HTTP or HTTPS traffic, it may still respond to ICMP pings, Therefore letting the user know if the server is actually up.

Nmap and Netstat both would perform this. Netstat is used locally on the device. Nmap is used for remote diagnostics. However, I don't see any clear indicators in the question on how it's being accessed. It's a coin toss at this point for me.
