you can reduce monthly cost since you no longer have to pay rent and maintain a large data center and second you can always downscale or upscale and pay as you use the services you need.

DE is right. B is not necessarily true. The primary conceit of the cloud is trading CAPEX capital expenditure (large down payment) for a datacenter for the increased OPEX (operational expenditure => monthly) of renting out someone else's data center. In a large enterprise that can gain some efficiencies of scale, and has low rate of change, a public cloud is relatively expensive compared to having your own datacenter and IT staff.

I would think DE would be the more fitting answer here. Pay-as-you-go model as well as availability of self-service. Reduced monthly cost is not an absolute.
