The cloud model that describes the scenario where a police department is using the cloud to share information with city officials is the Community Cloud model.
The Community Cloud model is a cloud infrastructure that is shared among organizations with similar interests, concerns or mission. In this model, the cloud infrastructure is used by a group of organizations to share information, resources, and services to achieve common goals.
Data is being shared by multiple organizations with similar needs. A community cloud is like a private cloud that is shared among multiple users. It provides the best solution.
But guys, what about the Hybrid cloud. Think that a police department has also a private cloud where they store sensitive information. Using a Hybrid cloud would be much easier for them to take only the less sensitive info and post them in the Public one.....think ! The difference between community and hybrid is the way they handle the data and the how they share it. It's just a thought.
You are way over thinking it. Dont speculate and just stick to the question being asked.. It is only asking, in the scenario where police department is sharing info with city officials via cloud, what cloud model are they using?
Nesser's exam notes:
Cloud deployment models
• Public
– Available to everyone over the Internet
• Community
– Several organizations share the same resources
• Private
– Your own virtualized local data center
• Hybrid
– A mix of public and private
Community - The cloud infrastructure is provisioned for exclusive use by a specific community of consumers from organizations that have shared concerns
This scenario describes the Community cloud model, which is a cloud infrastructure shared among several organizations with a common interest, such as a specific industry, geographical location, or security requirements. In this case, the community consists of the police department and city officials who have a common interest in sharing information.
In its simplest, a private cloud is a service that is completely controlled by a single organization and not shared with others. While a public cloud is a subscription service that is also offered to any and all customers who want similar services. As with cable one client’s information is not shared with others; in a public cloud each ‘tenant’s’ information is isolated from others.

-B
While I agree that B and D are possible answers, I am leaning more towards B assuming that the public sector shares information within their own private cloud.
