Provisioning is done before staging where all the necessary software and settings are configured, this includes installing monitoring and vulnerability scanning software. Staging is done after provisioning by testing the cloud servers before deploying them to the production environment. The 6 stages of deploying a cloud server would be: planning > provision > configuring > testing & staging > deploying > monitoring and maintenance. They're quite similar to a software development cycle.
