I honestly have no clue as this question does not provide anywhere near enough context to come to a conclusion. I initially thought that these dudes were just too far away from the AP but that isn't an option. It says they are unable to connect to the AP but if they are attempting that means they can see the SSID being broadcasted. Sounds like they are too far away for it to be a Rogue AP and there is no indication that they have AP's even in the area where the users are working. It could be an Evil Twin but it's stated they can't connect to it which makes it a pretty shitty evil twin. I guess I'd just go with someone is jamming the signal but happy to be corrected.
