D Compensating controls, because the legacy system is probably hard to secure by design, so other solutions had to be implemented Segmentation would be separation from other systems, seems a valid answer but not the best in this context

both B and D work but the question doesn't give enough context that the network was segmented. in my perspective, firewall was placed to compensate the vulnerability that comes with the legacy system.

because it is a legacy system, this would mean that system has no available updates. so the measures put in place are to compensate for the lack of updates

Placing a firewall in front of the legacy system is merely a means of trying to protect it from external attacks - since it is legacy systems often lack newer and advanced security features. The legacy system is also an issue because of a lack of vendor support and patching. The question isn't necessarily asking what the company SHOULD do; it is asking you to describe what it is already doing.
