Guys I’ve worked in Iron Mountain where we manage and provide cloud back up services as well as tape back up + storage services. And tape is cheaper. I personally would have answered C given my real world experience in pure costs. But ultimately you do save time & gain value in many other things with cloud back up but the question asks “cost-effective”.

D. If the concern was JUST physical security, I would say B, however, they are also concerned abut the durability, which leads me to conclude that D is best. Physical backups whether on site or off-site are susceptible to many factors.. physical, erasure, environmental and just failure. That is my logic..I could be wrong, but going with D

Cloud is much more cost effective than renting another site to store the tapes. IRL maybe the store owner would take them to his house but we can’t assume that.

Tapes are cheap; but is it more resilient than Disk backups? I don't think so? Is tape backup more secured than disk backups? Overall, to meet both concerns of security and resilience, and be least expensive (in the long term), a Cloud Backup option seems most appropriate.

Yes, tapes are cheap; tape libraries are not. Depending on the amount of data being backed up (it's a grocery store so probably not much), cloud backup will be cheaper and require no upfront costs compared to the thousands required to purchase a tape library, hire an IT professional to configure it, train personnel on its usage, and acquire and **secure** an off-site location for housing the tapes. D.

I also at first did not like the cloud solution but CompTIA gives us a tell in their textbook page 526 states: "In recent years, high-bandwidth internet and high-capacity cloud storage providers have made offsite storage much more affordable and easy to implement." This still can't be as cost effective as tapes taken off-site however -which meets all of the criteria the question provides. It's a toss-up, invest your energy in other questions and move on is my 2 cents!
