The question implies that the switches are already in situ. If some of the hardware is on site already then this is a warm site.

When it comes to disaster sites an easy way I remember the difference is thinking of turkey Scenario. You are in charge of bringing the turkey to Thanksgiving, but you are also a cuts. You have 4 options on how to prepare Cold turkey- it's sitting in your freezer and but it's not prepared Warm turkey- it's has most of the hard prep work don't just needs to be reheated Hot turkey- you made and brought an entire second turkey expressly for this Scenario. Cloud turkey- you buy a Togo turkey

cant be cold site for obvious reasons. but cannot be warm site either. the technician is simply configuring routers (possibly to point to the hot site) he is NOT moving the current data set which would be required for a warm site.

You literally posted saying a cold site equipment is not powered on or CONFIGURED. The tech configured the switch then turned it off so therefor it is a warm site since he configured the switch.
