C) legal department Always best to escalate internally first. So B is out of the question. D isn't the best contact since a board member is probably too high up the totem pole to deal with issues like this directly. They would eventually hear about it if need be or serious enough. But the best choice is the legal department, since they would have authority to make a decision.
