For the lowest RTO: SaaS usually offers the quickest recovery since everything is managed by the CSP. For the least shared responsibility: SaaS has the least shared responsibility as the CSP manages everything. For patching to be the responsibility of the CSP: In SaaS, the CSP is responsible for all patching.

It means the security architect wants to have the least amount of shared responsibilities. Also it states CSP is to perform patching. This throws IaaS out the window because that would be a task the client performs in IaaS.
