3. Establish a Theory of Probable Cause:
4. Test the Theory to Determine the Cause
5. Establish a Plan of Action to Resolve the Problem & Identify Potential Effects
6. Implement the Solution or Escalate as Necessary
7. Verify Full System Functionality & Implement Preventive Measures
8. Document Findings/Lessons Learned, Actions, & Outcomes
If anything, the answer should be C if they wanted to keep "identify the solution"

This step comes after you've identified a potential root cause of the problem and are in the process of confirming whether your hypothesis is correct, thereby identifying a solution.
gathering information aka research is comptias second step in the troubleshooting methodology. this is incorrect as far as comptia is concerned
