While C would be a more secure method for ensuring data is not retained, B is substantially faster and the question is asking for speed. If the question asked which is the best method for ensuring the data is wiped it would be C, but that is not the question.

based on what professor messer said, "low-level" formatting/wiping happens at a factory. standard formatting should work. yes technically it could mean quick or regular but its more likely than all the others.
