Data at the TRANSPORT layer is a SEGMENT. Data at the NETWORK layer is a PACKET. (I had to look this up, as I was confused)

Transport Layer--Data Encapsulation Begins When the data arrives at the transport layer, the protocols at the layer start the process of data encapsulation. The end result depends on whether TCP or UDP has handled the information. The Networking layer is primarily concerned with logical addressing, route discovery and selection, connection services, etc. this layer adds more data to the packet. The data link layer packages these encapsulated packets into Frames. IF the CompTIA book says it's layer 4, and you want to pass the test, choose layer 4.
