I may go with B The GREATEST risk depends on whether the SaaS application complies with relevant regulations. If compliance is assured, then the lack of geographical redundancy (Option D) remains a significant operational risk. If regulatory compliance is uncertain, then regulatory concerns (Option B) become the GREATEST risk
