I have to go with B only because since the question did not say anything about using a RAID configuration. To me I am thinking the Network is Performing Slow. Had the question had said something like using a Raid, then I would have answered C.

I don't think you should ever ask the user to do anything. A has nothing to do with it and D is drastic for the first move. C is my best option but it has to be assumed that they have RAID. I can see a world where B is decent. Is it wrong to ask the users to preform a network test? If no, can you provide an example within the CompTIA standards or any for that matter?
