User clearing the cache does not make sense at all, it is not going to change anything on the VENDOR's Website, the Vender should clear his web cache. The Question states the information is not available on the Vendor's site . It has got nothing to do with user clearing his cache., how can the answer be D? Can somebdy perhaps explain this?
None of the other options would do anything on the vendors side either. It's implied that the prior version is cached locally and being loaded instead of the new one, so the answer is D.
