This is a tricky question. Question says the tech is using a PAN to connect a group of users but then asks what the tech should activate on the mobile device to share internet data. I am reading this as the tech is using his phone which is the PAN. To provide internet from his PAN to multiple users he would enable his hotspot so the answer is D.
