it's NOT D because there is no issue. Yes, the usage in only at 20%, but that's not an issue. Also, the PM wouldn't be resizing the resources, they would tell someone else to do it.
Wow... there's just straight up not enough information in this question to answer it with any measure of confidence. Is it an IAAS system that MUST be used by the employees to its full capacity? If "No", then its B. If "yes" then it's D.
Why not A?
Just because it is currently at 20% can't it go up at a different time? Also, B would not be the PM but they would have some sys admin do it.
I would lean to D since it make sense from a IT perspective, but B) Resize the resource only if SLA allows and then you can negotiate with the vendor. In a perfect Project+ situation, that would be feasible to rescale your resources.
from an IT perspective would be to resize the resource utilization so you would select B not D, and from a PM perspective would be to create an event in the issue log so D. also there is no mention of a SLA so in your speculation, answer B would only feasible if the SLA allows this.
I think the answer is Raise an item in the issue log.
Why would a PM resize the resource utilization? He is not a systems administrator. he is PM.
