This could be A or D. GP could be set to not allow updates, but Event Viewer could help you find out why this happened. It's time to once again try to read CompTIA's mind. I would probably go with A.

Group Policies have literally 0 to do with any of this. You need to look at Event Viewer to see why the updates fail.
