Therefore, (unless there is a typo) I will make the assumption this question is not about IP addressing, it is about understanding the rationales behind administrative practices such as Exclusion Ranges. An exclusion range is typically created for use by only certain types of hosts, like servers or printers. Based on that rationale, assigning the server an IP address from the exclusion range is the BEST answer.

It's definitely A, servers are almost always excluded from DHCP and set manually in any business environment, so putting them in the excluded range is very common. D is in the wrong subnet C is the gateway B would be a big mess since it's a /16

.90 is part of the exclusion rang so A is not the answer. B is dumb because why would they use vlans and a /16 but since they don't specify a subnet mask, it is the only right answer. C is wrong because you're assigning it the gateway IP. D is wrong because it is on the wrong subnet .26,

Generally we assign a server a static IP and ensure that its in the DHCP exclusion range so there is no IP conflicts. It would make sense to use an IP from the exclusion range

fwiw this is very poorly worded questions. For all we know the exclusion range is on another subnet.
