This is completely false. Jitter doesn't cause latency and you can have latency without having jitter.
Jitter is simply a difference between two latency events.
If you ping and get 20ms/21ms/19ms this is just latency
if you get 20ms/300ms/20ms this is jitter, you can have high latency without jitter and jitter with low latency.
The answer is indeed B, though
Latency is the time travelled source to destination which will explain the delay. Jitter is the inconsistency in latency which is not mentioned in this scenario which is why the answer is B
