I don't know but I'm leaning towards B. the device is new so it's not blocked, but maybe there's a list of Allowed MAC addresses? Can someone do some research on this?

I think it is B. blocked MAC. I don't like the wording, but it is possible to only allow approved MAC addresses for a corporate network. All others would be blocked.
