The current IP range (172.16.0.0/28) provides only 14 usable IPs (excluding network and broadcast addresses), which is not enough to accommodate an additional 16 servers. A /28 subnet allows for only 16 total addresses (14 usable). To support 24 servers (8 existing + 16 new) while keeping them in the same network, a larger subnet is needed. A /25 subnet (255.255.255.128) provides 128 total addresses, with 126 usable IPs, which is more than enough.

Yes, it's overkill because the next subnet up at /27 would accommodate at 32 IPs (30 usable), but of the choices listed C does indeed work.
