it doesnt matter if the server is located at papermill or any building. it is asking what should the tech do FIRST? The first thing is to check power cables because server being randomly rebooting causes some hardware failures(including fans) but what should you do as a technician first? well as a tech, i ll look for event logs or some link lights but since the options are limited here so the best answer among all is A

Because a paper mill is a very dusty environment, even the "clean" areas (offices, IT spaces, etc) are going to be "dirty." Cleaning the fans is probably the best place to start. It's really kind of a toss-up, since it could be a faulty power cable arcing after it warms up enough due to current flow, or it could be the server shutting off after it gets too hot because the fans are caked in debris. Not a great question, and an excellent example of why I dislike CompTIA questions.
