Bad question. 'ss' deals more specifically with sockets, but 'nc' (netcat) is also very useful. Both could work, but I guess ss is the better answer.

Given the syntax, httpd is attempting to bind to port 80 but it is already in use by another service. The ss command would be able to help you identify which process is using port 80
