Identifying staff with authority is part of incident management, but it's not the primary reason for declaring an incident. That step usually comes after the incident is reported.
Having the authority to declare the incident quickly is essential to launching a fast and coordinated response. Without a clear declaration process, valuable time is lost trying to determine who is in charge, which can allow a security threat to escalate.
