A user sets up a cable modem at home and connects the modem to the ISP at the cable company. Which of the following network types does this connection describe?

Don't worry about if the ISP is in the same city or not it doesn't matter. You are connecting a modem to an Internet Service Provider. The internet is a WAN. It's only a MAN if the network itself doesn't go any further than the city area.
MAN = Metropolitan Area Network, does it not? Should this be assumed that the SOHO is setup outside of the city? How does multiple ISPs in the city justify WAN?
I would say that this is fair to assume. The question never states that the ISP is located in the same city, so I believe it is easier to assume that it is not.
ISP are WAN (multi-city, multi-region, multi-country, multi-continent) therefore connecting to an ISP means you are connecting to a WAN.
