I don't think implementing WPAv2 necessarily stops downgrade attacks. The whole point of the downgrade attack is to take a system that uses a strong cipher suite and try and trick it into using something weaker.
I think it has to be B.
Keyword here is WPA2 which is modern more secured...moving to this means trying to avoid attackers exploiting the old less secured WPA...

But do you realise that the question never mentions a WPA. The emphasis here seems to be on password attacks. Using long passphrase and changing them every month.
Rainbow tables attempt to crack the password hash. So frequently changing it and And making it longer will make cracking it more difficult. B is correct.
