Ping can help with pinging the router see what happens then try and ping external 8.8.8.8. but tracert is one command that will check the route with will start from your PC all the way to which ever devices till your ISP.

It doesn't specify a Linux machine so I think it would be B (Ping).

Ping will not determine internal internet problems of if the problem is with ISP.

I know it is annoying, but the answer is traceroute for two reasons. 1) It doesn't matter whether it's written as tracert or traceroute. What matters is what it DOES. 2) Using traceroute, you can see where the connection drops and determine whether that specific point is located within your network or on the way to the ISP.
