Open means there's a gap in the circuit, like a cut, or a loose wire. Only a punchdown tool can fix such physical issue.

A can't be the right answer because a cable tester was used and already reported that the cables were open, thus they need to be terminated with a punchdown tool. Using a loopback adapter is testing for the connectivity, which won't work due to an open cable.
