uhmmm.. seems simple but I don't have all info I require: could be C. the answer do not tells me if there's a DHCP on the prsent network... so the user can be move from one office using static IP to another office .

do not overcomplicate things, you log in and have IP conflict, you restarted and still have error meaning your IP didn't change.

Even though he set a static IP, he did not reserve the IP in the DHCP pool so another device got assigned that IP.

most likely the DHCP server already assigned the IP address to another device on the network, and the computer is set to the IP address of one of the devices which in turn you would get duplicate error. To fix this change the computer network setting to DHCP. answer is right
