There is not enough information in the question to indicate that fiber cables are necessary. The only thing that makes sense is rails and cable management. I assume they mean the little arm that is often included with rack mount servers. The other items should already be in place, and fiber cables would be making a huge leap in assumptions that shouldn't be necessary in a test question.
Fiber cables are typically used for network connections or data transmission but are not required for physically installing the server into the rack. These cables are for network connectivity, which comes after installation.
Comptia writes these kind of questions...... keep that in mind
