A Request for Proposal is used when an organization has defined requirements but is seeking vendors to propose comprehensive solutions—including methodology, technology, services, and pricing—to meet those needs. It invites suppliers to detail how they would solve the problem, not just quote a price (RFQ) or submit a simple bid (RFB), nor merely provide preliminary information (RFI).
They are requesting "Information" from multiple vendors at this phase, no mention of money yet.
