Because the file extension (e.g., .docx, .jpg) tells the system which application to use to open the file.
The other options:
Default permissions (B) – important for access control, but not critical just to open a file.
Backup policy (C) – important for data safety, but unrelated to the act of opening a file.
Data compression (D) – only relevant for compressed files, and even then, the extension is what guides the system.
